President Ma ranks among world's gutsiest leaders: U.S. magazine
Central News Agency

Taipei, Sept. 6 (CNA) A U.S. magazine has shortlisted President Ma Ying-jeou as one of the world's five gutsiest leaders, saying his tact and efforts to improve relations across the Taiwan Strait have allowed Taiwan to pull out of an economic slump.
The four other leaders named in the cover story of Mental Floss magazine's September/October edition are German Chancellor Angela Merkel, Ugandan President Yoweri Museveni, Brazilian President Luis Inacio Lula da Silva and Chilean President Michelle Bachelet.

The magazine, which tends to present facts and trivia in a humorous and often irreverent way, uses two pages to introduce Ma under the headline "The importance of tact - President of Taiwan Ma Ying-jeou." With Ma's approval ratings falling as low as 20 percent recently because of his administration's perceived bungling of the rescue and relief efforts after Typhoon Morakot battered Taiwan Aug. 7-9, the article's premise may come as a surprise.

He has also been criticized for being aloof and leaning too heavily on China at the expense of Taiwan's sovereignty.

The magazine, however, praises Ma for his efforts after the global economic downturn nearly "blotted out the sun" in Taiwan.

"In the past few months, however, Taiwan's prospects have started to look rosier, thanks in large part to the country's new president, Ma Ying-jeou," the article reads.

And it attributes the achievement mainly to Ma's tact in improving relations with China.

Drawing an analogy between cross-strait ties and marriage, the magazine says Ma is saving Taiwan by "being the world's best marriage counselor." "Technically speaking, Taiwan is a part of China, but in reality, they are two separate countries with two separate identities. And, until recently, they rarely talked to each other, " the article said.

Describing Taiwan and China as an "awkward couple, " the magazine says capitalist Taiwan and communist China had virtually separated for more than half a century, but refused to reconcile or get divorced.

"After all, reconciliation would mean one nation giving in to the other, and divorce would lead to all-out war, " the magazine writes, adding that even now, China has hundreds of missiles pointed at Taiwan, which they threaten to launch should Taiwan declare independence.

The article gives a brief account of Ma's family background and growth, including his father's great expectations of him.

"Ma came from one of the families that followed General Chiang Kai-shek to Taiwan, and Ma's father had decided that his only son's life would have national purpose," the Mental Floss article says. "Ma was forced to study Chinese classics after school every day, and he was pressured to perfect his calligraphy." The magazine notes that since Taiwan became a democracy in 1987, there has been a sizable political movement to break away entirely, as Taiwan is an open society that believes in free speech and civil liberties while China is still rife with human rights violations.

During the eight years from May 2000-May 2008 when pro-independence Democratic Progressive Party was in power, cross-strait relations took a nosedive and Taiwan's ties with the United States also became strained because the American government did not want to be dragged into a conflict with China, the article says.

After Ma assumed office, however, Taiwan's relationship with China improved almost immediately as he campaigned on the idea of a "Great China" market" that would allow the free movement of goods and capital and encourage cross-strait tourism.

Since taking office, the magazine says, Ma was able to sign a series of agreements that increased trade and investment across the Taiwan Strait, opening up vital parts of Taiwan's service and manufacturing sectors to Chinese investors. Even more dramatically, direct air and shipping links have been resumed after a hiatus of nearly 60 years.

More importantly, improved relations with China have also translated into improved ties with the United States, the magazine says.

"Now that China and Taiwan aren't belligerent toward each other, Westerners are again seeing Taiwan as a safe place to invest their money." Even though Ma assumed office just as Taiwan began to feel the effects of the global economic downturn, many economists believe that, with money pouring in from both China and the United States, Taiwan may be on the road to recovery, the magazine concludes.

The bimonthly Mental Floss was launched in 2001 in Birmingham, Alabama. It tends to use a simple, irreverent tone in covering topics of global interest in political, financial, economic, health and other fields and provides a wealth of trivia for its readers. (By Sofia Wu)

不覺得 沒有吧...

不過看到他選的其他人物
感覺起來作者是強調"世界和平"的那種
像是講到其他領導人的議題 貧窮 疾病 還有馬英九的兩岸關係
感覺是喜歡致力於安定的領導者
